There needs to be sufficient time for the situation to be muddled; memories to become uncertain, propaganda to be calcified, money to be lost, damaged lives to settle into changed circumstances, political careers to be advanced, evidence to be altered, memes to be propagated, quiet settlements to be reached, backroom deals to be concluded, and the People to forget.
