You're missing the point: The House of Representatives can, within their Constitutionally defined roles and responsibilities choose
by itself to refuse to fund "Planned Murder-An-Unborn-Child."
The House of Representatives writes the checks to pay the bills. They can choose to NOT write the check and there won't be a damn' thing Obama can do about it.
Congress doesn't need to pass a law to do it and Obama's veto pen is irrelevant. It's well within their Constitutionally defined duties.

Ok, so the republicans can pass an omnibus spending bill with ZERO dollars allocated for PP; let oblahblah veto it and shut the government down because he likes to murder children.
