You're missing the point: The House of Representatives can, within their Constitutionally defined roles and responsibilities choose by itself to refuse to fund "Planned Murder-An-Unborn-Child." The House of Representatives writes the checks to pay the bills. They can choose to NOT write the check and there won't be a damn' thing Obama can do about it. Congress doesn't need to pass a law to do it and Obama's veto pen is irrelevant. It's well within their Constitutionally defined duties.

Margaret Sanger, the "founder" of Planned Murder-Your -Baby-Before-Its-Born did not like Blacks, and her primary reason for founding it was to keep the black population down, or eliminate it entirely.
