Yes, retail businesses that don't produce anything useful. But local governments treat them as the end-all, be-all of sustainable revenues, which they are not. They are not manufacturing shops.

Zoning in rural areas against, new, small manufacturing shops should be abolished, as should onerous fees and outrageously high property taxes on small businesses.

State and local government folks should be deposed in favor of those who would work much harder at much lower pay to do useful things (like maintaining infrastructure).
