Her duties would be.

* Reduce Mgt by 2/3'rd after combining.
* Staff reductions, 30 to 50%
* Hire the Rand Corp to look @ all regulation in the last 20 years from all three and do a cost benefit analysis and if it doesn't meet the muster it is lined-out.
* Kaizen event, and all other processes that Industry has had to adopt in the last 30 years to survive will be applied.

EPA as a much smaller “agency” would make sense being under the Dept of Interior.

I placed the small amount of DOE remaining in L&C because it's only legitimate function is insuring safe commercial nuclear power plants, which is a commerce issue.
