She did not know it was not a ticket. He did not make that clear. When I heard him say it I thought he meant he was warning her to cooperate “or else.” It wasn’t until later after she was arrested that I understood the ticket was not a citation but a warning.
He didn’t need to quiz her about how she felt or to be demanding about her cigarette if it was just a warning.
