They must be really stupid though to pay the penalty. There are so many exemptions that you can find or create one. Just don’t pay a utility bill until you get a shut off notice and bam! Exemption.
I don't think someone would want to go that route if they have a good credit score. It might end up costing them more than the penalty if they need to take out a loan, buy auto insurance and etc.
