Wouldn't it be better to assure the integration occurs in swing districts? I think that's what they'll target first.
Dems are getting their butts kicked at the local and state levels and in off year elections because too many of them are concentrated in too few districts to counter the GOP tilt, however slight, in a majority of state and congressional districts.
