How many soft target attaacks (shopping malls, movie theaters) that result in dozens or a hundred dead would it take to paralyze a significant portion of society? 5? 10?

Read “Day of Wrath” 5 teams 6 per team. 5 target cities. Each team subdivided into 3 man units. One 3 man unit hits a middle school turns it into a mini-Beslan complete with TV coverage. The other team works the freeways and roads like this.
