Muzzies are in charge. All recruiting offices are unarmed and cannot shoot back. So, muzzies, lock and load, and come by any time.

This is an invitation and the bait fish would be skittish if they knew this fact.
I personally wouldn’t focus on muzzies. I think of muzzies more as useful tools in the communist tool-shed.
The only other possibilities are that this event is a “moon landing” or it is a clever trap (which i highly doubt).
