Trump & Walker are not exactly in a position to start the proceedings for a formal declaration of war. You have to be a Congressman to do that. Urging their Congressmen to do so, yes, but they cant themselves.
Then shouldn't they be calling for it as well?

That’s not what the OP was saying. Broadly calling for war is one thing; starting proceedings for formal declaration thereof is another.
I wouldn’t want an otherwise sensible* candidate calling for war if he can’t articulate the actionable details (objective answers to: war against who? what constitutes victory? what price are we willing to pay to achieve it?).
(* - “sensible”: you may not like Trump, but as an extremely successful businessman he knows how to get things done. You may not like Walker, but he’s been an effective governor. I’d expect vapid calls to action come from the likes of Hillary or Bernie.)
