How can you say "inspiring" and follow it with "it starts at the top" ???

I'm scared too .... and so is everybody else ... but it doesn't start at the top

I was inspired by their willingness to declare their independence.

As for “it starts at the top,” I meant the corruption, not the fight. sorry.
