0 divided by 0 should be infinity

It could be infinity, you can make an argument for that answer, like you did.
However, you can also make just as convincing an argument that the answer is 1 (dividing anything by itself equals one), or that the answer is 0 (multiplication and division are transitive, and anything multiplied by zero equals zero).
So that’s the problem. Not that you can’t make an argument that there is an answer, but that there is no good way to determine which is the correct answer.
