Craig’s main point (as seen on local news in Detroit) referred to the fact that witnesses and others in neighborhoods where these things occur are increasingly unwilling to cooperate with police to solve crimes, in fear of retaliation.
The “terrorists” referred to were those working to suppress cooperation by, quite literally terrorizing neighbors through threats and intimidation.

And he's correct. When there was a recent shooting at a block party there were nearly 200 people present and nobody saw nuthin.
