Civil War started 4/12/1861
Emancipation Proclamation signed 1/1/1863.
If the Civil War was actually about slavery shouldn't the EP have been signed a lot sooner?

It was the south that went to war over slavery. They stated so rather unambiguously. It was the north who went to war because the south had gone to war against them.

And should the EP have freed the slaves in the territory where Lincoln actually held sway?
