It’s clear that Machiavelli was lampooning the governments of his age. Machiavelli, as seen in Livy, believed that the Republic was the idea form of government based on his studies of Pre-Caesar Rome. He advocated a Senate representing the money power, a parallel of the House of Representatives meant to represent the common people, and an Executive branch.
