Yes, it is. Totally unconstitutional and subject to lawsuit and criminal action. I would love for Trump to become prez and return the favor: “Be it known that Kalifornia decided I should not be involved with their state, so, nothing from this office will go to Kali, no money of any sort.”
The first thing that came to my mind is that this sounds like a bill of attainder, illegal under Article 1, Section 10, Clause 1 of the Constitution.
