It goes without consideration, I guess. In public schools (liberal conclaves) kids/students are told and lectured to not bully.
If they were able to settle it out on the playground, there would be a problem, but less of a problem than what we have now. I digress
The fact is that teachers ARE allowed to bully. It adds to the resentment among kids, who do not like to be imprisoned, demeaned and ridiculed. They turn the resentment toward each other.
The authorities are allowed to bully in an oppressive, liberal (totalitarian)society.
