So why is it that so many assume that Cruz would simply continue to allow the lawbreaking go on?

What makes you think they're breaking the law? One can follow the letter of the law, which all these companies are doing, while trampling all over the intent. The law itself is badly written and wide open for abuse. Adding more H-1Bs will only make it worse. The whole H-1B issue needs to be re-examined and neither Cruz or any of the other candidates is talking about that. Maybe because laid-off programmers don't have big political PACs and companies like Disney do?

You're too generous to our Congresswhores - the loopholes are constructed in such a byzantine manner that they were almost certainly intentional violations of the purported 'intent.'
