One would think the wise terrorist would schedule events two weeks prior or after national holidays so they wouldn’t be expected. part of it is the attention it gathers. second is the general 'fear' it is designed to inflict and finally, if they can pull something off - they will attain the golden ring terrorists reach for - hitting the US on its celebration of independence. insult to injury.
