ISIS relies on atrocities to instill terror, and against Iraqi armed forces it has worked like a charm. What’s left of the Syrian army apparently hasn’t engaged ISIS successfully — ISIS has arrived in overwhelming numbers, rounded up everyone in uniform, and executed them. Other jihadist groups like the Hizzies, al-Qaeda, and perhaps the slightly resurgent (but geographically restricted) Taliban, fight with similar tactics and match up pretty well. They are also similarly motivated.
Against the Kurds, ISIS hasn’t done very well at all.
And in Syria, Assad has in effect joined forces with ISIS against the dozens-to-hundreds longterm local rebel groups; I’d be very surprised if, after the smoke clears, Assad hasn’t been sharing select intel with ISIS to help them destroy rivals.
The only place the Hizzies and ISIS have clashed has been in western Syria/eastern Lebanon, an area needed to maintain communication and supply lines for the Iranian proxies.
