Does anyone know why the states issue marriage licenses in the first place? Because the progressives wanted to control the process to make sure no white people married black people. And blood tests were instituted by the progressives to ensure that nobody produced any “undesirables”.That isn't why.
The license predates any of that, and banns predate licenses.
