I think they also didn't expect a full assault by the very same government on the sensibilities of the people intended to wear them down into acquiescence. Notice how the rate of manufactured crises has been ramped up over the last 6 years?

The people themselves have been "Cloward-Pivened" beyond their capacity to regulate the actions of their government.
