So, no, a law can be repealed and rewritten much more easily.
That does not mean the GOP has the gonads to do it. What this essentially did was take the Republican elites off the hot seat so now they can pretend to campaign against Obamacare while supporting it legislatively on the grounds that "it's the law."
Politics is war by other means, and that is what it would take to stop a tyrannical unitary government.
