Well FL has something like a 9% corporation tax. But we do have an almost unlimited fresh water supply.
Been in SoCal for over 40 years. I am looking forward to moving out. It is rather impossible for the middle class here.
Assuming Californians wear this as a badge of honor. They’ve voted for a hostile business climate for decades and doubt that any politician sees the ranking as a negative.

Facebook was invented in Boston, but Zuckerberg had to move it to the silicon valley. Moves like this offset small business. The 49 state migration is now a net inbound to California.
Imagine what a small business friendly climate would do? Population would explode, but there are too many impediments for building new housing withing 50 miles of the coast.
Jerry Brown is anti suburb, which means anti population growth.
So being DFL for small business: no big deal.
What is left in this garbage dump with our leader Moonbeam and his communists legislature and Administration is the reason we are 50. This illegal Mexican State is in the shi! can. Example, they had years and finances to solve the water problem but crap like a fast rail to nowhere but gambling casinos was more important. I saw the Chief Executive article about a month ago. It’s not a scientific poll. It’s a survey with absolutely no information on who is surveyed.
Ironically, BloombergView had an article this spring entitled “Best State for Business? Yes, California” (http://www.bloombergview.com/articles/2015-03-12/best-state-for-business-yes-california). Among the data they present:
“Since January 2011, when Edmund G. “Jerry” Brown Jr., became governor for the third time, the 63 publicly traded California companies in the Standard & Poor’s 500 produced the best total return among the five states with the largest populations. California companies in the S&P 500 delivered returns of 134 percent; the closest big-state challenger was Florida, whose S&P companies had an 82 percent return, according to data compiled by Bloomberg. Texas-based companies delivered 52 percent during the period.”
And...
“If taxes are really the bane of California existence, why arent they preventing rich people from making the state their primary residence? Some 123 of the world’s wealthiest 400 people live in the U.S., and 28 of them, or 23 percent, are California residents, according to data compiled by Bloomberg. New York is No. 2 with 22 billionaires, or 18 percent, according to the Bloomberg Billionaires Index.”
Apparently residents and businesses are all still willing to pay the weather tax. For how long?
