Because of the confederate flag in SC. Luckily that is being taken care of and all of the problems will soon go away.

In a sane world, the story would be about the disparity in the crime rate among African-Americans, not about the disparity in the arrest rate.
Theres something to be said about “Swatting the mosquito before it sucks out too much blood.”
The article says exactly that: 40% of property crimes report Black suspects, Black suspects account for 40% of the arrests.
Of course it could also be that racist SanFran White crime victims and witnesses erroneously and disproportionately claim the suspects were Black.
This is going to be amusing to watch. If Blacks really do commit 40% of the crime, lowering the rate at which they are arrested to match their numbers as a % of population ( so dropping arrests from 40% to 5%, I think?) is going to have all sorts of consequences given the massive change to the arrest risk/reward calculations people make before committing a crime.
Baltimore redux. Fewer arrests, skyrocketing rise in criminal behavior with no consequences.
It’s socially acceptable in their subculture. They aren’t raised by parents who discipline them severely for stepping out of line.
I actually think it would be less a Baltimore redux that a for-real The Purge.
Unlike Baltimore, San Fran is really affluent. Cut policing (to the tune of what? 80-90%?) and it’ll draw criminals like moths to a flame.
On a positive note, crime in Oakland would probably crater.
Of course the other option would be to increase arrests of other demographic groups dramatically to reduce the 40% rate as much as possible.
The little detail about who’s more likely to commit crime conveniently omitted.
So, Caucasians cannot be Americans?
