The ZeroHedge article in the first link is idiotic. The re-authorization of the Patriot act called for a 6 month wind down of the bulk collection program. Obama just asked the court to align with the law just passed by congress.

The second article is about monitoring international traffic for signs of malware/hacking. I'm not sure what your issue with this could be. Is it because they may not be able to prove that the attempts are coming from a specific foreign source?
