It would have to be the officers, right? If this guy was handcuffed and in a patrol car, I would have to assume it is protocol to search for weapons prior to placing him in the vehicle. How he got out of handcuffs is beyond me though....
Not necessarily. There have been instances where a person was able to conceal a gun through being taken into custody and transported. Getting out of cuffs, or out of hands behind the back can be done by "flexible" folks.
Happened in savannah ga last year. Thug had gun hidden. Cop shot thug and vilified by local black populace.
