Senator Cruz entirely understands the widespread suspicion of the President. Nobody has been more vocal in pointing out the President’s lawlessness or more passionate about fighting his usurpation of congressional authority.

Do a procedural vote against something (in this case, the future TPP), when the vote that counts (TPA) could have stopped it. Win-win for them. They get the cash from the Chamber of Commerce types, and can claim conservative purity. If Cruz had voted against TPA, y'all would be saying how bad TPA is

Bottom line, everyone in the Congress knows full well that a vote for TPA will be a vote for TPP. Period.
