I would be willing to bet the appeal will be successful

You might be right, but why would the Liberal Messiah not make sure the money was given if He is simply going to have it be given after an appeal?

What might He want them to do something before the money is given?

That was my first thought without reading the article. Dollars to donuts they'll release the flood of Federal dollars no matter what the FEMA regulations say.
