After a brief research interlude, apparently BOTH the treasury secretary and the congress, can on their own, change the currency portrait - only requirement be that the new portrait be of a dead person. The Treas Sec apparently has not used this power since 1929, when the then Sec replaced Grover Cleveland with Jackson.
