I don't buy that you can't use encryption with Cobol. You can graft encryption onto pretty much anything.

yes the encryption is on the storage not the programming language. you would probably likely decrypt any files prior to processing or im not sure but you could probably decode while processing as well. You can call java aps from cobol if you need somethink fancy.
