In 2010, the races of the 6,008 known hate crime offenders were as follows: 58.6 percent were white. 18.4 percent were black. The police will not generally classify black-on-white crime as a "hate crime" (even if it was obvious that the victim was targeted because of being white) and so it will not make it into the statistics.
Look in things like FBI Expanded Homicide Data. In 2011, there were 193 white-on-black homicides, but 448 black-on-white homicides.

I would add, in the FBI statistics, all Hispanic offenders are classified as "white", so the white-on-black homicide count includes all Hispanic-on-black homicides as well.
