Like I said, Moynihan was an honest big government Liberal. He also severely criticized the role of welfare programs on the dissolution of the family and particularly the Black family. It was Moynihan that Dan Quayle was channing in his critique of “Murphy Brown” for instance.
Iow he was an idealist who believed in big government as a force for good. Unlike todays current crop of illiberal Leftists who see it as a tool for getting their way.
