The problem is that Ted Cruz doesn't understand that point. He thinks he can ignore the Constitutional requirement of a 2/3 approval of the Senate and give the power to a simple majority of both houses.
That is dishonest. He has read the founding documents and the Federalist papers and he knows the history of the Treaty Clause. He probably has it memorized. But he is going along to get along because some supreme court ruled 100 years ago that the Constitution doesn't say what it says.

I know just how you feel about that. I think that is why I am so hurt by it. I think a lot of us are starting to get to a point where we feel we can’t trust anybody in regards to anything.
