Go back and review the FR threads on this from April to behold the outrage and indignation at Hatch. I ain't going to dig them out for kool-aid drinkers with such short-memories.
Both of those articles show that 60 votes are required to change a fast tracked bill but neither states a simple majority (or 60 votes) is needed to either pass or stop a fast tracked item which is unchanged.
However, a simple majority can pass or fail a fast-tracked bill.
