No it doesn't. However, the TPA does exclude Congressional amendments and filibusters - not good. Still, it requires an up-down vote with 60 days of public scrutiny. And by the looks of things, with the Dims protecting their unions, it's not a done deal.
And that "up-and-down" TPP vote requires 60 votes for disapproval, which Hatch deliberately wrote into the TPA bill to ensure that it becomes virtually impossible to stop anything the President wants to ram through. The GOP-E talking points are all lies!!!
