In this case, it’s the foreign company that is assuming operations of one of this country’s most sensitive ports to PROVE they’re trustworthy, and DISPROVE what security officials in Iraq claim - that they moved weapons to terrorists in Mosul through a port in Iraq.

Why was there no RFP issued, like normal public-private partnerships?
