Cruz is dodgy on immigration in general, but this article is two years old. As I read it, I assumed this was something that happened today and that Cruz was once again speaking about tripling H-1Bs.
That it's that makes it seem less bothersome since it's not new, news, or some new discussion. When something that old is posted, it should be noted in the title line.
We will need a highly-skilled workforce to expedite our recovery with the next president. As we know, the free public education of this country is horrible. What does it produce? Fewer and fewer highly-skilled graduates. It will take a generation or so to produce highly-skilled graduates of our own to participate in our economic recovery. Meanwhile, we have to borrow some of those from other countries.
For companies which are abusing H1B visa program, shame on them. There is a law against what they are doing already, but if the administrative branch doesn't enforce it, what difference, at this point, does it make?
