There are legal penalties if the secrecy is violated. My guess is that makes it the military equivalent of top secret. I don’t know that congress uses that same system.

There are legal penalties if the secrecy is violated. But there are no penalties if they do not make the negotiated trade deal public for 60 days before voting on it.
