There was some interaction between the two and Casebolt was the only officer that is seen tackling people.

Finally, no one was arrested.

They damn well should have been arrested. He told her LAWFULLY multiple times to leave the scene and she didn’t, instead sticking around and inflaming the situation.

So, if a cop responds to a mob scene, in your world, is it permissible to ignore the LAWFUL instructions of a police officer to disperse? Because that is sure what it sounds like to me.

You are very misinformed. The officer behaved properly and instructed the other officers to pursue the men who threatened him. Later in video same officers bring back one of those men in handcuffs. No one is charged because PC has taken over and the DA will not pursue charges.
