The best solution is removal of disruptive/violent students. Maybe segregation.

Segregation is exactly how this is handled; any non-blacks that love their children will stop at nothing to remove them from those environments. Here in NJ there are some schools with a slight sprinkling of blacks (often from foreign countries), and others that are 100% black; since a lot of the white working population is leaving the state anyway, areas fall quickly.

In the case of my town, it is becoming heavily Hispanic (South American); they are the imported replacements for the fleeing or dying off Scots and Irish that used to live here.
