Nothing was illegally leaked. The department responded to a public records request and was legally obligated to turn over the requested information.

From what I've read, it was all ordered destroyed. How do you provide something that isn't supposed to still exist?

Read closer. The records held by the police were ordered destroyed after they were already turned over. A juvenile judge later ordered them destroyed but with no explanation as to why. Since the matter never reached a court, there is now the issue of whether the judge had the authority to order police to get rid of them.
