Uh, there was public transportation in New Orleans. It went unused as the locals took the opportunity to raid the stores for free stuff.

There were a lot of school buses and commercial transportation that Nagin could have commandeered to move people out.

They probably could have moved hundreds of thousands of people in the time they had leading up to the hurricane.
