They were talking to the people in the area, and generally acting like professional law enforcement officers should. It was only the one guy who was running around, theatrically tumbling, chasing people around, tossing people on the ground, and so on.
The contrast between the professionalism of every other officer on the scene, and the nonsense of the other officer, is nothing short of astounding.
