LOL -— You've got me on that one. I guess the guy was smart but not smart enough to intentionally score lower on the test. My guess is that locality's policy is an aberration...but I could be wrong. I know that decades ago the federal government stopped screen applicants for federal professional jobs by using the PACE exam (which was essentially an IQ test) because they couldn't meet their affirmative action targets because so few blacks could score high enough to make the "best qualified" list from which candidates were selected for hiring. The result was a gradual build up of absolutely STUPID federal employees (both white and black) incapable of competently doing their jobs. That is one of the reason for the huge rise in the number of contractors hired to "help".
