Until we know why they got their bond reduced and were released that "fact" is only half the story.

It appears that those who were released are those who had “real” charges made against them.
Those who were rounded up, the usual suspects so-to-speak, are the ones who are being asked to sign the no law suit clause. It appears to me that the local DA is thinking that those in jail will give up short term pain in return for him saving the city millions.
