maybe one good typhoon will wipe them out

Most typhoons in the PI area tend to swing north and weaken as they exit PI.

A typhoon strong enough to wipe out structures on artificial islands West of PI's main Islands would have left PI in much worse shambles than their normal.

I don't think that would be a "good typhoon."

Yes, the Philippines usually acts as a typhoon buffer for the China coast.
