Given the roughly 40,000 employees of this group, what would you consider a reasonable annual purchase of ammo?

Seems to me citing the raw numbers doesn’t tell us much.

Counting everything in the order except the shotgun shells, the total purchase would get each of the 40K employees (obviously this is not how the ammo would be distributed but...)about 115 rounds.

Not much for a years activity.
