Let me tell you what they have.
Insurance (purchased through a State approved company) is required. When you purchase your required insurance, the "company" reports the purchase to the State. This reporting is required to get license plates.
If your payment is late, they report that too, and the State then impounds your car.
It is not sufficient to get your car back that you pay what you're behind - it's impounded for a fixed interval.
If you are an illegal alien, of course, none of the above applies.
